TANAH JAMBU, Friday 17 May 2019 – Mr Vincent Yap, Program Manager of the Centre of Science and Technology Research and Development (CSTRAD) of the Ministry of Defence delivered a lecture today on “Defence Capability Management: Achieving Value through Acquisition” to the 9th Command and Staff Course (CSC 9) at the Defence Academy of the Royal Brunei Armed Forces (DA RBAF) as part of the Defence Policy and Strategic Programming Module of the CSC Programme.During his lecture, Mr Vincent Yap aimed for the CSC9 students to understand where acquisition fits in the overall Defence Capability Management Framework and how to enable capability through acquisition. Furthermore, he emphasised on the Criteria to Acquisition Process and the Principles of Procurement. He also highlighted the best value for money principles with key considerations and the challenges faced by MINDEF/RBAF in acquiring capabilities. Accordingly, small nation perspective in strategic context makes capability acquisition challenging in various cases. The interactive discussion through question and answer session was also conducted at the end of the presentation.
The lecture was concluded with a memento presentation from the DA RBAF handed over by Commander Daniel Peskett, the CSC Directing Staff 3 to Mr Vincent Yap as a sign of appreciation. Mr Vincent Yap joined CSTRAD as a Project Engineer in 2010 and was involved in several RBAF projects prior to his post as a Program Manager. He is a graduate of Mechanical Engineering Master’s Degree with First-Class Honours from the University of Bath, United Kingdom.
